I think what people forget is that each Forum has a purpose, and is not run as a democratic exercise. If you want to participate in a Forum, you have to follow its rules. If you don't like the rules, don't participate.
Both HB and Part15.us are focused on primarily the technical aspects of Part 15 only. There may be discussion about other rules, or programming and the like, but everything really comes back to the technical details. HB has always been fairly rigid in its moderation (and rules). Part15.us used to be more open, but there were a few that abused the privileges in the eyes of those behind the scenes, and moderation has tightened up considerably.
This Forum is one of the voices of the ALPB, and as such, is international in nature. It's not really about Part 15 rules and regulations, but about low power radio in general, with a focus on programming specifically. That doesn't mean that it's a pirate Forum - there are plenty of those already out there - every ALPB member is expected to follow the rules of the country in which they operate.
However, like the ALPB, things are a little looser in this Forum, a little more social (if that's the right word), and there's more latitude in topics and discussion. It also helps that all posters are expected to be full fledged members of the ALPB - participation in meetings and 'talking' directly to each tends to make things more civil. All that being said, if the few rules that do exist here are broken, we do have moderators to step in.
My personal opinion is that people should participate where they feel the most comfortable - just make sure that you understand what that means before making the decision.

I like this forum because of the extra freedom to talk about other things like Artisan(Davidc) said, and that I can talk about what's legal in my country as opposed to everything being about the technical aspects of part 15 only which seems to imply that only USA residents can join. But since part15.us allows for anyone to join from any country I'd think that BETS-1 for example wouldn't be considered illegal discussion. Same as a forum member who's in New Zealand. None of my posts to my knowledge here have yet been cancelled so I'm doing OK I guess. I am not a full fledged member of the ALPB but like this forum so I hope I don't get cancelled for that reason alone.

You are a permanent forum member of ALPB, Mark. There is no plan to boot any present members.
It was intended at the beginning to make the forum a benefit for full ALPB members, but since we were inexperienced setting things up it somehow didn't get printed into our rules of participation.
This was corrected at the recent meeting... new member openings are now tied to full membership... but pre-existing members are "grandfathered in", which is a legal expression meaning that they got in before the door was closed.
Of course you are always welcome to become a full member. But you will not be bothered with "sales pitches".
Who knows... we might be the most friendly forum site in the entire world.

Pirate Fantasies
We walk a tight-rope sometimes when talking about anything "above the rules", but we do wonder "what if"...
What if a part 15 AM antenna were 4-meters instead of 3?
What if a "long ground lead" extended 50-feet into the air?
What if the final RF stage were driven at 500-mW?
If we try any of those things it is wise not to say so on these "rule abiding" forum sites.
But I'll admit something... I do fantasize about messing with some of those excesses.
Some nights I think about cranking the Ramsey FM30b up from its minimum to its maximum... that would increase range from 150-feet out to 1,000-feet.
I don't know who is out there who might accidentally find my transmission, so it would be a very lonely one-sided exercise.
Even though I have brief thoughts of doing it, I always drop the thought and have snack food instead.

Many real Album Rockers in America like myself want to serve an audience. It is a precious genre that has been blocked out by the shackles of top 40 and Rap since around 1984.
Some turn to Free Radio operations because they want to get Album Rock back to what it was before and we're talking before the corporations decided to try and cut it off. The United States is now becoming a dumbed down Nation when it comes to music. It doesn't take much talent to create music these days you can be a three-year-old screaming I bought a hoverboard I'll ride a hoverboard I bought a hoverboard I'll ride a hoverboard do that for 20 minutes and you make a million dollars. It's a far cry from what I call musical creativity.
Lawmakers need to understand that Album Rock is a precious genre it needs to be saved and thus there should be a law that preserves it on the radio waves Today. My website is that website we are going to bring back Album Rock to the masses I promise you there's going to be a way I'm going to figure this out and when I do it will be preserved and it will be allowed just like those Jesus Christ radio stations that plague the entire FM band. Those are the True Pirates.
Those stations DONT belong on FM they should go AM. FM is for REAL music.

Ah, but what is 'real music'?
I consider real music to be primarily classical & jazz. Two formats that have also almost disappeared from licensed radio.
But I think that I could extend the definition to anything other than what is played on licensed radio. Licensed radio has its purposes - it does hit the lowest common denominator and that's for a reason - most people live there. We can pride ourselves at being different, even if we don't have the listeners.

But real music in my mind is music played with real people playing real instruments and not electronically generated, and has chords and a tune. So I guess you know what I think of pop from the mid eighties on and rap and hip hop. Unfortunately most of what you hear on radio as Davidc mentioned is all hip hop based and electronically generated with the exception of country which is still "real" music. It hasn't become synthesized.....yet. In fact a lot of country is like today's rock and roll. We all like what we grew up with in our teenage years and those are also the times that shaped our way of thinking. Of course there are exceptions to the rule.
Oh yes, a law making a certain type of music mandatory, that's a little far fetched....maybe in North Korea you could do that.

There are lots of myths on power and range. People have a misconception that you get your antenna outside with 1 Watt and your going 20 some miles. Forget what you hear from the choir because I know that not to be 100% the case.
The paranoia and misconception of power and range on FM for educational purposes ended in many peoples eyes any hopes of a get together and petition for more power idea. This was either deliberate by some to keep things in check or a conglomerate of misinformation along with the unwillingness to gather data from real world experiences by some who have done the real world experience and who wanted to point this out.
I'm not going to go into who and what I know in this but you'd be vastly surprised when I have the data and knowledge to tell you that 1 Watt into a vertical antenna won't do on a daily consecutive basis what some have said on some of these Radio forums.
So why did I bring up this fact? What does this have to do with the rules and what we have now? The answer is that if you want change someone or some group of people need to break the ice to make a change. Funny how more people are easily willing to protest Trump who is doing things to make America safe but when it comes to the FCC and this hobby would rather do not too much to change what is not right.
For example as a white man and one who believes Rap is ear pollution being Album Rock was unfairly cut from FM Radio band as we knew it from 1967-1984 have the God given right to protest the FCC for a waiver that would allow for Radio hobbyists to broadcast without thousands of dollars Album Rock to bring back creative Rock to the masses. The petition could actually be backed by Progressive Rock aka True Album Rock artists from Bryan May to David Gilmore to Porcupine Tree to Jeff Lynne.
If we can prove that beyond the average white adult person in the USA is being unjustly discriminated against (which we can) by the failure to have at least 1 Album Rock station (True Album Rock Not Classic Hits)receivable to an average radio you buy at a dollar store whereas Rap and Top40 stations have free rein to fill the entire dial even receivable for 100+ miles I think we can have this thing beat. The FCC owes us this and it could be taken to the supreme court!!
The other races done this to kill Album Rock in 1984 when MTV was trampled on by such races who wanted Rap played on MTV which at the time was not their format period. A Die Hard Album Rocker this is an outrage.
Many jobs and high end Stereo stores closed soon afterwards and these horrible sounding want to be Stereo's filled the shelves of Best Buy afterwards killing off creative sound from the masses to where it is all but extinct in the USA for an adult while music lover who don't want their base to sound like you bought a pair of speakers and instead pointed them at the wall (with no air between) and fired up a Stereo system.
If the petition goes through since no commercial station to this date is a true genuine Album Rock station and the FCC having to not discriminate would then have to allow so many Hobby Album Rock stations under a special waiver in order to not be caught with the act of discriminating against the White Race who Loves True Album Rock stations and music alongside the many average adult white folks in Audio who lost jobs because of this horrible crime against white adults who love true Creative Rock music.
If you don't know what True Album Rock is I'd have to teach you for 6-24 months listening to The Legacy. My station often plays a song only once per month unless otherwise requested or I switch studios. That is only partial what True Album Rock is. Progressive Rock like Electric Light Orchestra (Old ELO), The Move, Sweet (Look at the long version of Love Is Like Oxygen has classical influences mixed into Rock. Jethro Tull has a flute and no other Rock artist was known to Rock with a flute. This shows the true essence of musical creative craftsmanship.
I have donations of sometimes $300 form just one person because in their area Album Rock was blocked and I'm called by them the savior of Rock. (No Lie). So I'm calling upon the public to write their favorite Rock musician to get them on board with the petition for Hobby Radio Broadcasting with a 2 mile range so we can clean things up. Some of these musicians will be more than glad to help with donation money to pay for lawyers and even as did the folks who killed Album Rock we can make bribes to officials to Bring It Back to every Adult Educated white persons Radio who knows true music in the USA!!
I'm sorry if you think I'm racist I don't mean to be but I've been unjustly treated as have the millions of die hard Album Rock fans in this nation we call the Homeland. We have proven by protesting silly stuff that we can change things and if the commercial broadcasters can't do it us hobby Radio operators will have to teach them how. Until then we'll have FREE Radio to help clear the air.

We have an ERP of 85 watts. TPO is 225 watts. Our city grade signal (boom box/clock radio) reaches 4 miles in most directions."

100mw input to a Rangemaster grounded on top the pier got at least 7 or 8 miles (maybe more) with clear strong audio, I don't know how that might compare to an FM install with 1 watt "free radio" but it sounds reasonable to me that signal would fly.

I can say that nobody thinks 1 watt will go 20 miles, that's completely ridiculous. AM will hop around all over on almost nothing due to the nature of the mediumwave band. FM on the other hand takes a ton of power to not go very far but will cause interference issues far outside of its listening range.
