Personal Space
It is fair to say that the field area covered by a Part 15 compliant radio transmission is very close to the same area normally reached by ordinary speech.
On a normal day a person is likely to be heard speaking up to 200-feet away. To be heard farther one might yell.
The Carl Blare Think Tank tends to suppose that the FCC had in mind this matching of radio space to acoustic space as measured by the "footprint" of an ordinary person's "personal space" when formulating the Part 15 Rules.
With this picture in mind we must ask... under what circumstances would it seem reasonable to extend an unlicensed signal farther than one's own "footprint".
Of course it helps to understand we are not referring to shoe-size in this proposition.

In that case your range should be at least half a mile to a mile because out in the country especially by a lake in the quiet of evening with no wind you can hear normal speech that far away!

It may be a way to tell if your FM TX is compliant. Go out and have a friend walk while you yell. While he carries a Tecsun Radio he should hear your station till he can't hear you yell.
