KDX Programming Style Applied in Florida
To Combine and Mix
What I would do in a situation like that of WLSL-LPFM and Druid Hills Radio is a Mixture of separate and combined programming.
Cross promotional casting, in other words.
I might simulcast ESCAPE, the OTR mystery show, and then separate for different music choices on the two stations.
I might run Democracy Now at one time on the LPFM and at a different time on the Part 15.
Any programs originating from KDX Worldround Radio would be simulcasted and repeated many times and promoted like crazy.

I'm changing all my programming over to material that is in the public domain in Canada.
ALL recordings made prior to 1965 are in the public domain. And songs whose creators passed away prior to 1966 are in the public domain.
That leaves a wealth of recordings from the 40s and previous to that that can be considered. A lot of jazz, most classical music recorded prior to 1965, and Old Time Radio shows that do not feature musical performances (incidental and transition music is generally considered to be part of the recording).
All of the above are for my Internet stream. The major licensing body in Canada (SOCAN) went on record to me that they did not care about any BETS-1 over-the-air broadcasting. But since I plan on simulcasting, I might as well go whole hog with public domain stuff. It also leaves open the possibility of selling advertising - the SOCAN license if you don't have any revenue is cheap, and in practical terms requires no record-keeping. But taking in revenue requires detailed logs, as well as greatly increased fees, something that I really don't want to do (if I do indeed at some point decide to go that route).

Programming With Style
How lucky that THIS thread is here because "programming style" is on my mind.
My group of stations, KDX Worldround Radio, exists with the all important mission of serving its listener.
I am the designated listener, and have given myself the responsibility of programming things that I want to hear when I want to hear them. I am not an easy person to work for or to work for me for...
Tonight, for example, my programming returned after being muzzled for several days while I watched YouTube videos about smart battery chargers.
To mute the programming I air the Very Tall Automic Clock Tower which updates the time every minute and tick-tocks without words for 55-seconds out of every minute.
No programming is allowed while the listener isn't paying attention because it frustrates him not to be able to hear it. Obviously he can't listen to radio and video soundtracks at the same time.
In some rooms I listen at 89.5 FM, the bathroom is 1550 AM and the yard is 1680 AM. The programming goes out in MP3 and AAC on web servers so I can wonder who or what is connected when I see IP addresses in my server windows, never knowing whether it's actual listeners or just people at work for the NSA or Royalty Collection Agencies.
If neighbors tune in it is probably only because they're looking for album oriented rock, but I'll never know.
