Here is a NOUO for 1700 Khz AM and with this NOUO it mentions 100 mW but nothing about the antenna/ground rule being 3 meters. Could this be the dying days of part 15 AM? NOUO LINK

The NOUO doesn't mention the measured field strength of the station at 1700 kHz, which is unusual. The NOUO's ALWAYS mention the excessive field strength readings.
There is something going on.

OK I get this person also had an overpowered FM station. What apparently must have happened was that the person in question got an FM transmitter online and later decided to operate an AM station but because the person in question was already on the FCC's radar decided to make an example out of him by going after his puny AM transmitter too? Still something to watch for I think.
I like to watch NOUO's and their apparent locations. This once again was in a problematic area such as NY which in that sense doesn't really surprise me, what does is the low field strength at 98 feet.

"The station apparently did not comply with either of these requirements and thus is operating in violation of 47 U.S.C. § 301."
Translation: Long Ground Leads. Our Resident Agent must have been visiting New York City and had his tape measure with him.

They've been very inconsistent. Sometimes they do, sometimes they don't. I suppose its up to the inspecting agent.

Some of the NOUO's I saw last yr didn't include (or at least I could not see them) field strength readings. Now I went back on some of those and found them.
I only hope 2017 is a better yr for that.
