Your Opinion About The Rules
FCC Rules Part 15 have two things most everybody agrees about: the Part 15 rules exist mainly to establish the boundaries of RF interference, and the Part 15 Rules are strictly technical.
Even the section of the Rules describing Intentional Radiators, which defines low power unlicensed radio transmitters, sets limits beyond which allowable radiation becomes interfering radiation, even when no other radio service is actually interfered with. This opens one ongoing area for differing opinions about compliance.
Another area of the Rules wide-open to interpretation is the complete absence of regulation pertaining to audio content of low power transmitters. For one example, Part 15 stations are not required to announce location or identification, which opens the door on making far fetched claims, such as saying, "This broadcast is coming to you from the Ross Ice Shelf on the continent of Antarctica."
This morning I got to thinking about the difference between "from" and "to"... such as "From transmitters in National City, Illinois, we are broadcasting to listeners in Trump, Colorado."
Words broadcast on Part 15 Intentional Radiator low power transmitters can be true, false, or completely nonsensical. It begins to resemble freedom of speech except for the limits imposed by the technical rules, which confine the signal to the approximate area of a loud whisper.
What opinions do you have about the Part 15 Rules or the low power rules in your country?

My opinions: like most likely everyone's....to restrictive! Canada is a little better off with FM especially but still... Also here in Canada we can't use any transmitter unless it has the Industry Canada(IC)certificate on the product. Like, if I got a Spitfire or SStran AM transmitter, for example, that is operating meeting all the rules I technically can't use it because it doesn't have the label bearing the certificate. That's nuts! And it is so expensive to get it approved you are prevented financially to do this unless you have someone like Timinbovey who can do the testing and submit it to IC. Same with a Ramsey or other FM transmitter...same deal. Even the Broadcastvision is certified under RSS-210 which is not BETS-1 so if you are "broadcasting" instead of personal use(gray area) you have to get the BETS-1 Acceptance certificate........crazy. The Procaster which is RSS-210 certified, according to Artisan, can't be used if you are "broadcasting"...SO AM IS OUT AS FAR AS CANADA GOES!!. Also BETS-1 says 250uV/M@30 meters...NOT 100mW and 10ft ground and antenna as the USA for AM. So, I am on FM where we are better off then the USA, and with the ONLY BETS-1 approved transmitter(Decade)which gets to the neighborhood around me and I have no worries. The Decade costs a lot but for the BETS certification, quality, and with the intent it will last a LONG time, and hand built with discrete components, the price is is maybe justified. And as a post stated on part15.us you need to put some money into it to do it right and get on the air with a "professional" sounding station. You can't be broke!

The MS-100 is a good transmitter. The CM-10 is a knock-off of the CZH-05b or CZE-05b. The MS-100 looks well made.

No Rules Are My Favorite Part of the Rules
Some things are not mentioned in the Part 15 Rules for Intentional Radiators, such as "station location."
As we know, licensed stations must state their geographically located city of license every hour on the hour, but no such requirement is mentioned for Part 15 stations.
That's why KDX Worldround Radio ISN'T ANYWHERE but is sometimes ANYWHERE.
KDX has a 3,000-foot tower at the South Pole in the Antarctic and studios in downtown Affton, Missouri.
Actually there really is an "Affton, Missouri", I have a distant relative living there, and the thing that makes her distant is the fact that she lives in Affton. Affton does not have a downtown, it's mostly miniature homes built from large dog houses and tool sheds using a lot of siding.
So I asked Bob MRAM to print "Affton, Missouri" as the location on my ALPB Certificate of Authorization. I never actually say it on the air, where I typically reference "The Center of North America", which Druid Hills tells me is somewhere else, like North Dakota or somewhere. Maybe it's by the Standing Rock Pipeline.
I've only been in Affton about three times, mostly because I had to drive through it to reach Lemay. Lemay is where the tower for Channel 2 is located, which is licensed to St. Louis, Missouri, with studios in Maryland Heights and isn't even on channel 2 since going digital... and it isn't a part 15 station.

Funny you mentioned locations from far off places, when 1190 in Dallas was stunting with an all Beatles format their TOH ID said something along the lines of "From Liverpool to Dallas, 1190 KFXR Dallas-Ft. Worth."

If only the rules for ALL part 15 devices were better enforced then there would be much less noise on the dial and thus our part 15 broadcast range would naturally increase instead of being drowned out by all the other devices we are required to accept.
But what do the rules mean to me?: It's the distinction between legal operation and pirate.

The MS-100 is a good transmitter. The CM-10 is a knock-off of the CZH-05b or CZE-05b. The MS-100 looks well made. Take a look at the photo's. You can see how they limit the power to meet Part 15. Cut a trace and add 2 resistors. Basically it's a dummy load with the telescoping antenna attached. apps.fcc.gov/eas/GetApplicationAttachment.html?id=1448941
