The next Meeting of the Association of Low Power Broadcasters will take place Saturday September 17 at 9 PM EDT and we look forward to greeting new members.
At last count we are up to 50 members from several countries, although not everyone is able to attend meetings because of schedules.
The Formal portion of the Meeting tends to be very short while the After-Meeting Informal visit often goes into the night. This is when information gets shared and problems solved.
Under Old Business we are watching for the closing of the ALPB Facebook page which was voted on several meetings back.
Some New Business will include a Motion to Open a Discussion on Forum Site Conduct at the companion website Part15(dot)us. At issue are recurring adversarial threads that erupt in disagreement triggering moderator shutdown. Toward this end a Review of the part15(dot)us Rules will be introduced, and further discussion invited on problems and possible solutions. By the conclusion of the discussion, which may continue over several meetings, the ALPB may possibly submit recommendations to the Administrators of part15(dot)us.

I'm curious as to how you think that New Business would work, as all three of the Part 15 moderators are participating members in the ALPB.

That Makes It Ideal
The fact that part15(dot)moderators are members of ALPB makes ideal a discussion on "Forum Policy" and may save whole extra steps... we'll get the most relevant feedback and input we could possibly hope for.
For starters, the concept I plan to advance as a discussion starter is that of confining site discussion to hobby broadcasting and the elements of operating a radio station.
In my opinion members should not plant suspicion or conduct inquisitions or do web searches to discover outside information to be used against forum participants.
Whether site members operate legally or not is entirely their own private business, and the only agency of any interest for them is the FCC.
Acting as a so-called "Ham Cop" is not a hobby and should be disallowed on a hobby site... no one has any obligation toward such imposters.
Persons with a trail of deceptions and trollish behavior, and we have two or more, are not part 15 hobbyists and should be banned.
The ALPB Charter has shown that being a "non-enforcement" site holds members to conduct their legal obligations privately in their own lives and not drag such behavior into the meeting arena.
Neither would an ALPB member use their position to sniff out suspected violators.
These are rough-draft thoughts, subject to further discussion.

More Preliminary Discussion
It is possible we are talking here about the misdemeanor crime of impersonating a federal agent.
The impersonation in this case would not stem from claiming to be a federal agent, but from subsuming the enforcement duties of such an agent without authorization.
Although it would be fascinating to seek actual prosecution under this theory, for our purposes we would only seek to rid the forums of such impostering.
Misdemeanor crime is a higher order offense compared to mere violation of part 15 rules, already prohibited at these hobby forums.
It is disproportional to allow misdemeanor criminal conduct but to discourage FCC rule violation.

Speaking only for myself, I don't think that an ALPB meeting is an appropriate venue to talk about Part15.us administrative or moderation policies.
If there are specific issues with Part15.us that anyone wants to question or discuss, they can always contact the moderators directly, or go through the Contact option on that site.

I tend to believe that the ALPB holds an interest in all low power/part 15 activity anywhere in the world including part15(dot)us.
As users of part15(dot)us it is within our jurisdiction to discuss possible recommendations and ultimately submit them or dispose of further action.
What you (Artisan) are suggesting is making direct contact with part15(dot)us as sole individuals which is entirely different than to do so following a reasoned discussion by ALPB members.
In respect to your position I will suspend the motion pending your re-consideration.
I do not intend to submit any recommendation to part15(dot)us as an individual because I want to filter the matter through committee discussion as the ALPB is the committee of record for part 15 affairs.
I would go so far as to think that your reservations render the ALPB somewhat impotent so far as the part 15 outlook is concerned.

Stop the presses, hold your horses, stand down, time out...
As a conciliatory move the plan to review part15(dot)us Guidelines is hereby withdrawn.
In its place the Same Discussion will be asked (in the form of a Motion to the ALPB) in consideration of a Special Condition for ALPB Itself, its Website and Charter.
If a Special Rule is drafted prohibiting "sniffing for part 15 rule violators" it would become appropriate for me as an individual to propose a similar measure to Administration at part15(dot)us.

I think that that would make it easier for those who are Part15.us Moderators to avoid potential conflicts of interest.
I have to think about your new proposal. Right off the top, you would need some way of distinguishing between disseminating information as to what is a legal Part 15 setup, to newcomers as an example, and "sniffing for part 15 rule violators". There can be a very fine line between the two.

Specifically, in the recent post about 1710 kHz AM the "hunting, tracking and sniffing out" was glaringly obvious and reveals what I consider inappropriate conduct at the least and criminal conduct in fact as expressed above. I have seen the offender in this light for a long time and others both past and present have objected to the same character whether they are able to articulate their reasons or not.
Yet you are correct in pointing out that one cannot always detect the "hunters"... in the past member Xxxx Xxxx was one of them and no one suspected at the time because he was hidden about it.
I suppose what I am dealing with here is no different than barking at squirrels up a tree.
Most deflating to my resolve to pursue the matter is the acceptance by site moderators of the unpleasant frauds and deceptions of the subjects currently under the spotlight.

I've decided to skip this meeting for other reasons.
Since the proposed agenda items are already worked out and detailed above, the group has the latitude to pursue the described issues, or postpone them for future time.
Any member present may assume my "proxy" and vote on my behalf.
