All those words and pages are great if you're a law firm collecting $160 an hour, but I don't see why a plain individual couldn't just dash-off a letter like this one:
Dear Commissioners:
Hi, how are you? The weather here is fine.
Could you make a special category of the rules like say... "Part 100 - Hobby Radio" ?
What we mean is just move the "Intentional Radiators" out of Part 15 and give us our own category.
It's because we are not interference.

Our FCC relations member has asked them if we should have a lawyer help us with the petition. The answer was No you don't need a lawyer to write a proposal to the FCC. However they do want a certain font size and to keep things nice and neat.
I will post the link to that example to our team petition writers of our group and hopefully we can have a well written document that could pass muster.

It does not have to be followed exactly. And correct one does not have to retain or be a lawyer. If you send a written copy to the FCC it should be submitted electronically. Then you should follow up with a copy for each commissioner with a cover letter sent by next day air to the FCC secretary for the proper area. I don't mean to sound smug, but I have done this before. The link is simply an example.
