how about an FCC sanctioned "part 15 official observer" program might be good. we can assist local officials in tracking down and determining compliance of the operator. it can be paid / volunteer similar to the part 97 "O.O." program but geared toward part 15. we can be self policing that would go a long way to showing the FCC how serious we are about compliance. maybe there can be an FCC O.O. program Certification process to certify Part 15 O.O.'s for understanding of rules and regs and some technical matters pertaining to our operations. i would gladly sign up for such a program myself to assist local law enforcement / FCC through the process. maybe we can train in the field with FCC inspectors to understand what they look for as far as compliance.

I'm saying we police ourselves similar to amateur operators. helping authorities determine who is a legal part 15, who might be pirate is in our best interests.
these state laws are coming like it or not, part 15'ers will be rounded up in the dragnet like it or not.
we need to now be involved in this like it or not.

What he needs to say is that part 15 needs its own police patrol and if you find someone who is not following the rules you tell them nicely how they can follow the rules. But there is issues with that. Their needs to be police first, but after that maybe just maybe. But I see a few issues of jealousy that could smear the integrity and validity of the situation. Keep in mind too you need paper paperwork of the type of setup that the operator has and all sorts of bad things that could back fire. Besides for FM you can't accurately measure without an FIM and you have another Bill D or 1,000's of Mr. Bills. So I say NO WAY!! Its a vary bad idea.

Part 15 stations are one man operations.
One man can either run a radio stations or be a police agent, but can't do both.
