As we know, the gov has been outsourcing much of its business to private contractors.
Private prisons, torture operations, security, surveillance, city management, trash pickup and more, all outsourced to private companies.
It's time for the FCC to realize that Part 15 Unlicensed Radio is not worth the time needed for the ever-growing field of managing high power licensed broadcasting.
The FCC should outsource management of Part 15 Unlicensed Low Power Radio to the Association for Low Power Broadcasters.
As the private agency responsible for Low Power Radio, the ALPB could add much detail to the presently very sketchy rules.
The ALPB could specify under what conditions 4-meter antennas could be used on AM radio.
The ALPB could determine some cases when FM unlicensed stations could do a Watt.
We could launch an application procedure for stations wishing to take legal exception to the rules as they now apply.
The $2.5m annual contract would enable ALPB Members to receive reimbursement for their service.

Actually, Carl, your idea is not so unusual.
The FCC depends upon private entities to mange certain spectrum use. The Amateur radio operation is one such area.
"Hams" now administer the testing process for operator and station licenses. There are local groups that manage frequency assignments for repeater stations. Hams also police their ranks to weed out problem participants.
Perhaps an organization such as ours could be engaged to administer and police our ranks. One could only hope that would result in relaxed restrictions.
