PERMISSION Certificate - send $3 in care of ALPB, Ohio Teamspeak Lowrise Building, the ALPB will send you by officially stamped mail a Certificate that gives you Permission to do one thing that requires it.
BLANKET PERMISSION Certificate - send the larger amount of $31 and get a Certificate of Permission to do as many things that require permission as possible within 1-month.
Even your attorney won't know if this can be done yet the ALPB doesn't see why not.
These certificates are printed in the Back Room using recycled ink and paper.

Yup that was funny. Seriously it would be nice if we had enough interest in a petition for more power on FM as well as the 87.7 and 87.9 Mhz. But we'll see at the Initiative site for that.
There are a lot of myths too about that a transmitter has to be certified in order to run. The way I understand is that you are allowed to run kits and you are allowed to come up with your own design. You just have to stay within the power rules for part 15.

You are much more right than people have given you credit for, Troy - TheLegacy.
I think your critics are the kind of people who are stuck in the past and believe the status quo should be kept the way it is.
From day-one I have agreed with you that in the majority of locations part 15 use of FM channels have no reason for being so limited. Frankly, up to a Watt isn't asking for much, but it would be much appreciated by many part 15 stations.
ALSO, in most areas either 87.7 or 87.9 would be ideal for part 15 use, because THERE IS NOTHING HAPPENING ON THOSE CHANNELS. The people who keep "proving" that 87.7 and 87.9 will never become available are just boring and they have no way of knowing what will happen, nor can we trust that what the FCC ultimately does will be in the best interest.
Consider the poor decisions made recently by the FCC allowing digital side-channels and over-stuffing of the FM band with meaningless repeaters and translators, and frankly, in many cases, pointless LPFMs.
Giving AM stations a toy FM transmitter is actually an insult, because other than being an un-needed expense, it has no chance of significantly building an audience.
Long live the Initiative!

Since this topic has morphed, let me add my 2 cents about the Initiative.
Wanting something is one thing. Having personal opinions about that thing is another. But to get it is something totally different and requires a different skill set and lots of hard work.
The Initiative is over a year old. The sum total that has been accomplished (at least publicly) is an infrequently used website.
I keep seeing posts lamenting the lack of people interested in the Initiative and sometimes even attacking others for not being interested. But since it's been over a year, and basically nothing has been accomplished, perhaps the Initiative should start looking for the cause of the disinterest a little closer to home.
I've seen very little interest in the Initiative taking any suggestions from anyone other than a few inner circle members, even from those who have a great deal of experience in radio, and in putting together projects and proposals. Why should anyone get involved if they're not going to be listened to, and their suggestions ignored?
Then there was the public relations debacle of the Elite section in the Initiative website, which is still defended even to this day. The entire approach to granting access to it was insulting to anyone who has any sort of intelligence. And from what I've seen, there's really no purpose to it, everyone knows generally what is being discussed there, and the subject matter isn't particularly condusive to getting the FCC to approve what you want.
You now have a conundrum. You want people to join the Initiative, but only on your terms.
Contrary to what you might think, there is a lot of interest in increasing range amongst Part 15 broadcasters, and in something like the Initiative. I personally was very interested, as were many others. But the pattern tends to be that most people, after a period of initial interest, get the lay of the land (i.e., whatever they say, no matter how much experience they have, is going to be ignored) and back away. And I don't blame them.
If you really want the Initiative to succeed, it will have to become more inclusive, more open, and focused on the end deliverable (a petition to the FCC). It will have to become less driven by emotional 'wants' and egos.
Unfortunately, given the length of time to get to this point, I just don't see that happening.
