This story is worth reading even though it doesn't expressly refer to radio broadcast licenses. The idea being put forward in this article is that the government takes away rights and sells them back in the form of "licenses". There is certain reason for regulating the airwaves by license given that it's a limited resource, but we have recently talked plenty about unused portions of spectrum that require a license but for which no license is available, sort of a "withheld right" that can't be bought back. Add to that the problem of licensed stations that provide poor service to the listening public simply because they are rich enough to prevent you from doing a better job. BUYING RIGHTS BY LICENSE

Great article. I've had the same thoughts about this for years.
The "good ole' boy network" doesn't want anyone else in their area so let's make it nearly impossible or to expensive to get in by imposing licensing or regulations.
I would agree that a certification system could work much better and not stiffle new entrants trying to get into a business.
