ALPB member Artisan Radio, speaking in a thread titled "A New Rant is Here" (part15(dot)com), made a statement that stands well by itself, removed from the context of the thread:
If the FCC had wanted to, they could have shut down Part 15 broadcasters ages ago. But they didn't.
They could have denied the LPFM petition. But they didn't.
Sure, the FCC listens to the large corporations that control a large number of the licensed stations. They're big, well organized, and it's the FCC's job to listen. I suspect that if Part 15 broadcasters were to organize and speak, much like the licensed stations, they would be listened to as well. It isn't the FCC's fault that the Part 15 broadcasting community is made up of small, independent and financially challenged stations and individuals, is chaotic, and can't even agree on what the rules mean (never mind have the discipline to follow them). Hey, a lot of Part 15 broadcasters are even reluctant to advertise that they're out there, never mind speak to the FCC.
And if we as broadcasters are not willing to operate out in the open (and as a corollary, follow the rules) and speak to the FCC, then how can the FCC listen? There is no voice.
