The two Initiative/Petition Projects are healthy for the Part 15 hobby because the processes are very educational. We are learning a lot about the rules, technology and philosophies behind the the entire structure of how "Part 15" is put together.
The rules can be daunting for hobbyists unschooled in legal and technical language, except the more simplified rules like 15.219 and a few others, which are written at a child's level; for example I understood "10-foot antenna" when I was 9-years old.
Technology gets murky for anyone without college level physics and mathematics, so we try to do what we can with "200-feet" and other simple measurements.
Philosophy is a higher level of intellect where we take an overview of what we're doing and answer questions about why we're doing it. It would be helpful if FCC rules contained a philosophy section explaining the reasoning for providing legal low power transmission by individuals.
If there were a philosophy section in the FCC rules I think it would explain that the Part 15 "Intentional Radiator" rules were intended to provide a personal radio voice for individual people and those in their immediate circle. In the same way a person can throw his/her voice for up to 200-feet, with Part 15 one can throw an electronic voice to about the same distance.
15.219 allows a shout, whereas 15.239 is closer to a whisper.

Titular Lord of Radio
A passing stranger recently addressed me as "god" and I became confused, wondering if my actual title "acting lord" might have been misunderstood.
But then I noticed that my ALPB Forum Title has been bumped up to "God" which had gone unnoticed until now.
I've got to get demoted. Being God is not a glorious experience because by its very definition the species known as "god" is a species of one, with a single gender, destined to romp with underage girls at risk of being picked up for cross-species bestiality and ill-tempered terrorism.
The insurance industry knows what God is all about; they label all accidents, calamities and disasters "acts of God" and I swear to... myself .... that I'm not doing any of it.
Other ALPB Forum titles include "New Member" and "Administrator". It's time to review the titling policy and get me down from this overly-festooned throne in the clouds.

The waiter at my regular breakfast cafe is a good heart who stops to chat and invariably expresses his concern about the end times, which seems to weigh on his mind. He asks me, "With all the fires and shootings do you think we're near the end?" My answer is always the same. I tell him I cannot predict the future nor do I have dreams revealing it, yet he'll ask again as if he's sure I know.
Regarding AM radio the several who dare to make future predictions will only be right if their predictions come true by chance, otherwise they'll have been mistaken. The trend in AM broadcasting seems to be on a downward slope with no hope offered by the piddling fixes still being mentioned.
Gender neutral bathrooms confuse time honored standards of hygiene. In our day we knew that women's restrooms were impeccably clean while men's rooms were characteristically filthy. Women allowed certain men access as long as they were tidy about it.
In closing I wish to say that Roger Ailes never came on to me, nor was I asked to wear dresses. Having said that I must disclose that I never encountered the man and haven't so much as watched Fox News.

Enthusiasm and speculation is all fine and good. But unless there's a factual basis behind it, it is what it is - fantasy. And you're at risk that someone is actually going to believe it and act accordingly, getting themself into trouble.
I believe that it might be possible for the FCC to relax the Part 15 rules somewhat. Do I believe that they're going to do it without a petition and a lot of demonstrated formal support? There's no way - they have way more important (at least to them and their funding base) to deal with.
The biggest problem that I see in the latest round of discussions about this is mistaking not getting caught breaking the rules with tacit agreement from the FCC that it's OK.

I just checked to see if I'm still lugging around the title "God" and see that the Admin has heard my prayer and restored me as "Acting Lord".
There really is an Admin and now we should ask him for 1 Watt on AM.

Your Resident Conspiracy Theorist
I have decided out of the blue to explore conspiracy theorizing as a second hobby with the policy that there will be plenty of time later for fact checking.
As my first conspiracy theory I am warning everyone that computers totally crush the ability to pay attention for more than one minute, a minute-and-a-half tops. I think this is an intentional plan by the government to keep us chronically changing our minds and re-directing our behavior so that we fail at everything and never get anything done.
As an experiment I try to read books, but by half-a-page I either want to take a nap or find out what's new at part 15(dot)us. Any attempt to learn from books is futile in half-page steps.
Any interest I might have had in completing this report is long gone as my thoughts have turned to food.

Time For a Change
We have known for a long time that something is wrong about our category as "part 15 radio stations". It's time to wake up and take the initiative to correct our status.
The main purpose of the FCC Rules Part 15 is to set limits on permissible interference from every possible source of unwanted RFE (Radio Frequency Energy). There lies our stigma.
We are in the same class as unwanted interference. That's got to change.
We want our own section of the FCC Rules and from now on will be known as Hobby Radio.
A quick glance of the rule numbering scheme shows plenty of openings, for example we could be Part 16 or Part 77.
A very good neighborhood would be up near Part 95 "Personal Radio Services" and Part 97 "Amateur Radio Service". We would be Part 100 "Hobby Radio Services".
We are not interference!

Reclassifications
When hearing about FCC crackdowns on so-called pirates my brain repeats the same reaction.
If the story convinces me that the "pirate" was operating outside the rules, too much wattage or whatever, I ask the question: "What was their cause?"
If an unlicensed broadcaster has a proper cause such as speaking against fracking or complaining about hospital bills then I would class them as being Civilly Disobedient, which is a cherished American value.
I go so far as to think that there should be a defined category between legal part 15 and unlicensed piracy known as the "Civil Disobedience" rules.
They should probably be allowed to cover a good mile with a solid signal, just don't interfere and it will be protected space.
Then and only then would the world be worth all the trouble.

Carl you make good sense on the last post and several others in this topic. First of all I DON'T CALL myself a part 15 broadcaster. That in itself sounds like an introduction to Toy Town. Instead I call myself and people like myself a Hobby Broadcaster. There really needs to be that class and that class should be known. Part 15 I think of as a Audio extender, WiFi, Garage door openers, Car Key rings that have a transmitter to open the door, beep the horn, start the car, ect.
Part 15 FM to me is for things like playing your iPod in the front seat of the car and have the audio going out of your car Radio. So again that has to be changed in order to even get the higher power.
In Canada we have learned that there is a Event Broadcasting class and thus they get 1 Watt. So that said we need to get another class for us so we can get higher power.
