My opinion is this, why not apply for an experimental license, say 10 watts on shortwave and maybe 4 watts on AM. I believe the fee for an experimental license is $65 but don't quote me on that, of course you will have to outline what you intend on using this license for, how much power to be used, there are limits on power but the highest allowed is something in the neighborhood of a few Kilowatts or less depending on what band you intend on testing in. You would have to outline what type of emmissions the fcc can expect from your station, hours of operation, power, reason you need a license, what you hope to accomplish, what would be your final goal. In our case, showing reasons why 1 watt and 10 watts would work for license free broadcasting in the AM band , SW band. Something to think about.

I searched the net for the article and found it.
I took the liberty of correcting the above link to the article.
Now, I have to read the article.
EDIT: Well, I read the whole article and found it very informative. This would be a good read for The Initiative group. It is interesting to note that "REC" is supportive of relaxed power and antenna restrictions in the Xband area of the AM broadcast band. Also, I was not aware of the separate Federal frequency allocations not governed by the FCC and as such their uses are not found in the FCC database.
