WBCQ founder Allan Weiner, who bills his shortwave station in Monticello, Maine, as "the only licensed pirate station", has suggested on his weekly Allan Weiner Worldwide radio show that the FCC open an "amateur broadcast band" in the 6.9 MHz neighborhood.
Unlike the amateur ham band, which does not allow broadcasting to the public, an "amateur broadcast band" would allow hobbyists and experimenters to transmit free-form programming to a general audience.
Allan did not specify a proposed power level for such stations.

The ALPB Takes It Up
Last night's (2/6/16) Meeting of the ALPB took up Allan Weiner's proposal for an Amateur Broadcasting Band, and decided to merge the concept with ongoing discussion of seeking certain upgrades to Part 15.239 and other sections, appointing Anthony Messina (Atrain Radio) as our representatiove to WBCQ, since he has developed a relationship with Allan Weiner by placing "Free Thinker Radio Shows" on WBCQ and becoming a caller to the Allan Weiner Worldwide weekly radio show.
ALPB Chairman Bob (MRAM) Felmly remarked that although the ALPB is mainly a discussion group and not an activist organization, what the ALPB has going for it is the power to influence.
The statement attributed to Bob Felmly was contrived by journalist Carl Blare but would have been something he might have said if he'd said it.

The ALPB is not just a discussion group and yes it is not an activist group in the sense of pushing for regulatory changes.
However, The ALPB has become known in some radio circles and that's how the power to influence begins.
Anthony Messina and I will be attending the Shortwave Winter 'Fest held this February. This will give us the opportunity to become known to yet another radio group. Possibly we may influence some of those in attendance.
Our presentation will be an introduction to legal, license free, low power broadcasting at least as it relates to Part 15 in the U.S.A. Anthony will be discussing Part 15 broadcasting and I will bring awareness of The ALPB to the attendees.
As this is a Shortwave Listeners group we are addressing I will mention the idea of a new class of service for amateur shortwave broadcasting and where that fits into the realm of The ALPB.
From these seeds may grow a mighty Oak...

As of 2/7/15 at 12:00 noon I did start to construct a document that can be used as a proposal to the FCC to allow more power for AM, FM, and SW. For AM I proposed 2 Watts out as well as an unlimited ground burial and about 60 foot ground lead. This would allow for proper installation in almost every location. For FM the proposal is 1 Watt. As far as the 87.9 Mhz request I am going to get with Bruce on this one as he has been reading and researching Radio and TV engineering sites where talk was made about using the VHF low band once again for Digital TV. So I'll need to do some research on this but I still feel that 87.9 should be a frequency that would allow us to operate where there is less conflict with licensed broadcasters. I like some feel that now is the time to propose since we have Alan Weiner backing such an idea.

PLEASE ADD THESE THINGS TO THE PROPOSAL.
Open 87.7 and 87.9 to hobby use because IT'S ON ALL THE RADIOS;
Add Long Wave section... 5 Watts 60-foot antenna;
Add Shortwave section... 5 Watts 6900 kHz to 6995 kHz.
