Part 15 radio stations are free to add as many FM stations as we wish, so long as blank frequencies exist and 15.239 is respected. But the scarcity of open frequencies is just about to be shuffled.
As everyone has heard, AM stations are being given the opportunity to file to "modify or relocate FM translators." Or, maybe that's not what I thought I heard. The quoted wording is taken from an article in the January 20, 2016 edition of Radio World, and seems to indicate arrangements with existing FM translator stations, which is not the same as filing for entirely new translator builds, but whatever translators are involved they can be moved up to 250 miles from where they are now. That could put an FM translator on your favorite blank FM channel.
The first of two filing windows opens January 29th and the second window closes October 31, with July 28/29 being the mid point.
FM translator stations operate at a nominal power level of 250 Watts. All the commotion, if any, will happen above 92 MHz, leaving things as they are in the non-commercial part of the band.
One aspect of AM radio that won't translate to FM will be the tendency to be heard far away by DXers via sky wave.

Well, I hope no one in my area picks 96.1 for their move.
I believe translators may take precedence over LPFM stations.
I could lose my spot for our community LPFM station!
