Don't know why you rarely here about this in Canada. Haven't seen on Industry Canada's(now ISED) web site any place where this stuff is posted, if at all. This seems to be so infrequent here that if someone is busted for pirate radio it makes the national news or the operator, like the case of the one in the Parkdale area of Toronto a while back, gets a write up and an interview in the most read paper in the country.
By the way Industry Canada, currently ISED( Innovation Science and Economic Development) is changing it's title again and is now in transition. It will soon be known as simply Canada.ca

Why 10 Days?
Why does the FCC give pirates 10-days to shut down?
Why not ask them to shut down in 1-minute?

That was what I did when visited. You have 10 days to prove you have authority to operate your station.

And they know whether you have authority or not as they are the only ones to grant it and they have EVERY station in their data base. The 10 days is just a time they give you to challenge the NOUO, you want your day in court, whatever. They also give you some time to comply before they come again and confiscate your stuff and fine you....more money than you can pay anyways.

Or they can simply wait till your live and taking requests and knock on your door. That way you CAN'T say "It wasn't me!" sort of what happened to me.

Maybe it should be an NONC (notice of non compliance) since we're authorized license free operation and don't need a license.
I think that would be more accurate and less criminalizing.
If a commercial station (read licensed) is non compliant, they aren't branded "pirate", and only shut down maybe temporarily if a safety issue. And yes, fined perhaps.
Pirates are pirates and they know what their doing is illegal.
