I have to wonder at the motives behind this Pirate Act. The FCC already has the mechanisms to shut pirate stations down, and yet, as Druid Hills Radio posted elsewhere, Radio Free Santa Cruz has been allowed to broadcast on the FM band without a license for many years.
I suspect that this is just political dust blowing and misdirection (something all politicians are good at), attempting to show the public and licensed stations that the FCC will be doing something about pirate radio at some point in the undetermined future. When, in fact, they are letting blatant pirates who advertise yet just continue on.
It also takes people's minds off the Stormy weather ahead.

Open Letter Open Response
Much appreciation Part 15 Engineer for bringing Bill's "Open Letter" to our attention.
We commend Bill DeFelice for declaring his position regarding the FCC's blunt and imprecise war-cry against radio "pirates", and hope the FCC shows the proper respect by reading the letter, understanding it, and improving their flawed assertions.
Hobbyists would have more self-confidence in the pursuit of their part 15 hobby if we could believe the FCC is a professional organization able to fulfill its trust.

Donovan, representing the New York State Broadcasters Association, the illegal pirates they are focusing on are not college students firing up a transmitter or experimenting with radio but instead are "illegal, coordinated and highly profitable business[es]" If they're billing that big, it must mean it's a station that's highly in demand and is important to its audience. That must mean something in the scheme of things, like other services are not meeting demand. I haven't read the proposed bill, just the page with the REC writer's response. My thought is, do we really need any new rules or laws, or fine levels that just add extra complexity to getting things done, when the rules that are already in place seem to cover it, why escalate? This country has had the tightest control of broadcasting by corporations and the government for nearly a century now. If things are changing from that model, maybe it's good to figure out why our citizens are sending out these signals. I think equipment availability or a building rented out to house a station, are just details that get the focus off of the big picture. Boomer

I have been on Facebook both on Michelle's forum called part 15 AM and FM as well as the fact that I read her statement and I also replied.
Michelle wants to see more power or should I say a slightly more power on AM in on her forum she did say around 250 mw. On her form and on the reply I mentioned Deltaville Virginia and the size of it.
I wonder if she talked to the FCC agents who had my station recorded maybe she even heard the recordings. This would be very nice as this is something that I tried to get accomplished sense 2015. So could it be that my dreams are finally coming true? I sure hope so and also I see if there getting rid of these dirty transmitters from Amazon and eBay in exchange for a modest increase and legal power is a very fair trade-off.

Based on everything I've read, including a lot on various Forums that oppose the Pirate Act, I didn't think that the words 'profitable' and 'radio' went together these days.
That being said, it's not going to make much difference in the grand scheme of things to Part 15 broadcasters.
As the bard once said, the act appears to be " ... a tale. Told by an idiot, full of sound and fury, Signifying nothing."

"Profitable" "pirate" and "radio" likely go together when someone wants to strike fear into established broadcasters. Another concatenation common in articles about this subject is "interference" "aircraft bands" and "pirates." Fear word combinations for us might "Part-15", "NOUO", "pirate."
True, it could amount to nothing, we're always being sold glamorous proposals that come across as done deals, like AM and FM were supposed to go digital, when not much has happened, especially on AM.
