Something does not ring true about the spears and arrows lobbed every few days from FCC voices like Commissioner Michael O'Reilly and Enforcement Bureau Chief Rosemary Harold who clamor about the dreaded "pirate problem" which must be crushed! There is a seeming contradiction between their "fire in an empty theater" yelling and the simultaneous closing of FCC field offices. There is a seeming exaggeration between their implication of an epidemic when matched against less than 5 cities in 3 states known to host any small amount of unlicensed "pirate" activity.
Our concern as legal radio hobbyists tends to center on being falsely lumped with pirates given the failure of FCC reps to clarify the legality of part 15 operation. But we are too small for them to speak of and would only begin to matter if our voices gained popularity, which they do not now enjoy.
Here's what I see coming... the FCC, acting on behalf of and as a mechanism of a neo-fascistic regime, anticipates a day when pirate radio will be the last possible means of communicating to a mass audience... therefore Chairman Pai's FCC is re-positioning itself as a para-military "Tiger Team", to use words already coined (albeit undefined) by the previous Chairman (albeit Democrat).
Ultimately the FCC will want more than simply reporting, fining, closing, or confiscating pirates... the scofflaws will be swept up as terrorists and disappeared to black-op undisclosed prison locations.
Closing the internet to free speech is part of the same plan.

But Carl brings up a good point. Most people think that ANY unlicensed transmitting in the AM or FM bands is illegal, even in Canada this is so. Nobody knows about part 15 or BETS-1/RSS-210(Canada) in the general population. I get this all the time. So yes we are labeled as "pirates" from ignorance. Not necessarily by the FCC or Industry Canada(ISED) but by everyone else.
Maybe if the FCC is so bent on a war on piracy they should start by looking at the transmitters available in the USA on Amazon, sellers on Ebay etc. and enforcing their own laws. Because people don't know any better they think they can get a 1 watt failsafe transmitter(Amazon) and away you go and there's nothing wrong because, "if you can buy it right here it can't be illegal"
Do you blame the end user or the sellers that are...legally? selling these.

Mark, I think you are thinking logically from a fair and reasonable point of view.
But that is not the way the FCC views it.
The FCC is a "hitman" for the gentrist Evangelical Christian right-wing Republican corporatist neo-fascistic side of things and wants one thing:
The FCC wants to stifle voices and control the media message on behalf of its overlords.
The FCC doesn't have the sophistication to "pretend" to be fair to part 15 or anyone else.
Fascism is about being rude and getting what it wants with lies, guns and bombs.

I agree. Now some people are starting to see things the true way I have since June 5th 2015 but round the Rosie we go while corporate greed kills FREE America.
Propaganda leads to intimidation which leads to fear which leads to lack of common sense in the public eye. If people would just stop believing all the propaganda and look at what's really going on then Common Sense will return which will then sort of disempower the FCC Mafia who feeds on bribe money.
The FCC is doing a wonderful job destroying the FM band anyways so there won't be much to fight over once that is done.

As it is the JBT's (jack-booted-thugs) are already breaking down doors with no-knock raids, and the side-lined cops on paid administrative leave for murdering drivers earn spare income by offering to re-hang doors after their associates break the door.
The FCC wants to be like so many other agencies that have armed force, and their dream is labeled "Tiger Teams".
Of course they'd need special training, such as learning to shoot the dog.

Its something I've said that the illusion if we all don't go over they will respect us!!
Even when I lived in Elizabeth city, NC and I first fired up the talking house AM Transmitter which went 600 feet with full quieting on AM folks thought I was breaking the law. Which at the time I was not. But the folks said they didn't really care anyway. I told them all I was doing was using a transmitter that realitors use to sell houses and instead of playing a message about houses I play Album Rock and have a show.
So much propaganda about Pirate Radio people assume your a Pirate. It just takes one wanna be Radio cop to really stir things up. And that was the #1 reason I wanted to start somee sort of alliance to educate the officials and not only this but start a separate Hobby Radio service. However the program was a flop even when mentioned on Pirate Radio sites which only one closed Pirate site was actually more interested.
Moral is that it will always be ring around the rosie in the USA for many years. You operate and hope you don't get any hassle.
