Yeah, but sounds like this guy had a legitimate complaint. These two unlicensed stations were obviously not compliant, one a repeat offender.
At least this guy recognizes Part 15 operation as legal even though not permitted to interfere with licensed services.

This dude at least had the decency to write the guy a second time. He asked him politely to change his frequency because he was putting up a licensed translator station. The operator complied with his request. Now that's the way to get things done.
The other guy outside the area he could have done the same thing. He could have wrote him a letter asking him to move to another frequency. If he didn't comply then he could have went ahead and called the FCC.
I say give the operator a chance. Yes it's cool that you found out where he's at so that he could write them a letter. If the operator is willing to work with you and change to a better frequency that's a good thing. In congested areas wat a broadcaster could do is simply suggest that the FM operator go to AM because it's too congested. 9 times out of 10 I'm willing to bet that they will comply with the request. Now if there an a hole then you have to get more violent with them and get the FCC involved and shut them down permanently.
