They didn't meet their goal of signatures?
The thought of it sounds good, a watt would give a bit more range, but it does seem to be kind of complex, and with adding shortwave.
Maybe an equipment manufacturer could do the petitioning, Talking House has gotten enhanced equipment certified.
Professionals like to listen to other professionals.

My belief is that a petition should be short and sweet when it describes what it is asking for, but also provide technical details on the effects if what was asked for was given. Most people read only the Executive Summary, but the details at least look as if you thought about what you requesting a little bit.
This petition fails on both counts, unless I missed some additional content.
It should not have included shortwave, or the provisions on cracking down on poor radios, or the removal of 15.209 - those are just obscuring the desired result. Nothing other than the 'beef' should have been included. If you're going to go for increased range, then go for the option that again is the simplest, and don't ask for too much (because you're not likely to get it).
I would have kept the request to removing the limitations on antenna systems, leaving everything else the same. In one fell swoop, you're getting rid of 99% of the contentious issues surrounding Part 15.219 operation, and simultaneously increasing potential range rather significantly. If you go for just one watt, I'm not sure it gives you much with a shortened antenna. And if you go for both, that's probably pushing the envelope too far.
Plus, even a single chart or graph showing the potential range of a proposed change would be better than nothing.
I'm not surprised nothing happened with this proposal.
