The Transmitter would have to be installed with wooden screws and a wooden box on top of the tower and then get a licensed electrician to instal an electrical box or socket on top and then you connect the power/ground with a 2 inch wire.
Its been done per installs with the FCC right there to inspect. Has the same effect and is a go-around but hey the obvious sometimes has to be spelled out in black and white.

INFORMATION SYSTEMS!!! That is your UH-HUH. The Wooden screws was a bit over the top but realistically it would be what you need to be legal otherwise the tower itself without the licensed install would count as an illegal ground.
Electric code has to be met and although the FCC has not (yet) said elevated installs are illegal you have to be (per electric code) grounded. Although its a tower built so that the elements can get to it (not a house) is the same darn thing as an installed Talking House TX on a 100 story apartment. Earth ground is 100 stories below you and I'm sure it would radiate all through the entire building as it finds its way to earth ground.
This is where Kevin could have done his homework and still would have been on air to this day. Sometimes the obvious doesn't look so obvious. Its a dirty secret I'm sure some folks don't want me to pass out. A nice way for range and legality to meet. You have to be smarter than the average guy with a AM Transmitter.
I've just opened the door from Flycasting to Broadcasting (legally that is).

That looks like an oil derrick tower, they're all around in rural areas in PA in open fields, and I've thought of the same thing, fastening an antenna to one.
Just a dream thought, have a remote derrick, put an AM transmitter on it like that with a solar panel, and beam a wi-fi stream to it with dish antennas at each end.
In such rural areas, you'd need the range from using this unobstructed method, just because you wouldn't have the population as close to the antenna.
