Been Meaning To Bring That Up
By "that" I am referring to the FCC Field Operation Manual and related documents discussed in the above linked Part 15 Lab Page. The one with more redactions than inclusions.
Those redactions mean something to us, it is information we should know because it applies to our activities and it is insulting that bureaucrats find us untrustworthy to understand what's really going on.
We shall form a Redaction Speculation Committee to practice forensic examinations of every redacted line and surmise what it is we shouldn't know.
How dare them.

I'm this close to being upset about it.
If it weren't for snack time I'd be focusing on that problem right now.

Why black it out.. The FCC gave there reasons as described in the above link, but here is a copy of what they said:
This is in response to your Freedom of Information request dated June 1, 2012. You request "FCC field operations manuals, field directives and bulletins related to field inspectors dealing with operators using Part 15 devices in the AM and FM broadcast bands.
We have searched our records and copies of 16 pages are enclosed. We are withholding 16 pages pursuant to.. ..FOIA Exemption 7(E) and Section 0.457(g)(5) of the Commission's Rules permit nondisclosure of investigatory records compiled for law enforcement purposes, to the extant that production of such records would disclose investigative techniques or procedures. We have also redacted portions of the documents we are releasing pursuant to FOIA Exemption.. ..of the Commission's Rules, which protect personal privacy interests.

Did you really use Photoshop? I know it's become a generic term now, even when someone uses another like Adobe. I have the program that came with my scanner that can do some of that stuff, and never have tried real Photoshop, though I tried Gimp on Linux.

I don't recall specifically which software I used, but it would have either been the original PhotoShop (not Adobes newer suite, which I forget the name of).. it was either PhotoShop or Photofiltre -which by the way is definitely the most capable free software anywhere in my opinion, I've never used their new "studio" version, but depending on what I was trying to accomplish I would often choose to open Photofilter instead mainly because it was so much quicker to load and run than PhotoShop - but like I said, it really depends how complicated the objective editing was.
It's possible I may have used the free Photofilter software for that picture, I just don't recall. That image was just a compilation of several pictures with some text elements applied. I used to be rather active in numerous desktop publishing applications and learned a lot of tricks over the years.
