I don't think it would be any problem, especially if the Part-15 station is intended for a car also. I knew about a car cruise dude who ran an AM station from a truck I think, and played oldies for the crowd, so a car's ground plane should be good enough.
It would be good at home too, that coil and antenna, and I like it, the simpler the better in my book. Of course everyone is probably telling the ham, watch out for black PVC pipe, it might have carbon in it that could absorb your signal.

Once I figure this whole thing out I plan on putting a transmitter in a small trailer, kind of like a ham field set up, and broadcasting from it. My goal is to adapt this for use in emergency management like the CERT program.
