I suddenly realize there is not a 'Legal Issues' talk category here, but this question fits fine under 'General'.. What is a "radio frequency power amplifier"?.. Is that the same as modulator?
15.204. Except as otherwise described in paragraphs
(b) and (d) of this section, no person shall use,
manufacture, sell or lease, offer for sale or lease
(including advertising for sale or lease), or import,
ship, or distribute for the purpose of selling or
leasing, any external radio frequency power amplifier
or amplifier kit intended for use with a part 15
intentional radiator.

I would think they are referring to a linear amplifier which is used to boost a low level output to a higher level output.

I guess the main reason the taboo on RF amplifiers being mentioned in the part 15 section of the rules is an attempt to prevent anyone from going "over power" by boosting the output from a part 15 transmitter.
Of course you could use the RF amplifier, pad-down the output so the input to the final RF stage was only 100 mW (AM) with a 3-meter antenna.
On FM if using an RF amplifier attenuate the output so the field strength meets 15.239.
That way a hobbyist could have the thrill of running an amplifier yet being technically legal as far as field strength.

Yup, this one is talking about linear amps. As illegal for part 15 as they are for CB radio, Ramsey had a ton of not so very legal gear.
