The FCC Rules are intended to be BLACK AND WHITE, leaving little wiggle room for creative interpretation. But every once in awhile a Carl Blare is born.
I think I read or heard that SOMEWHERE in the rules there is an allowance for experimental broadcasts of up to 30-seconds at higher than legal power levels, so long as the experiment is terminated after 30-seconds. Aha!
Enter the DX-1-MILLION-SKYWAVE, a NEW transmitter that VARIES its power level automatically!
It will run at Part 15.219 levels but every so often drift up to 30 Watts for 30-seconds, just long enough to snag the attentive DXer with his radio!

And then, you expand the operation using several of these transmitters simulcasting the same programming.
Work out the timing so that the power boosts follow each other.
Do we know how much time is required between 30 second blasts? That would dictate how many transmitters would be required to keep a constant blast going.
