Didn't see the part about reconnecting the ground to the tower. So that's what it was. He was breaking both rules. Oh well. Should of just left the ground off the tower as he said that there was still good range.
In Canada we have this too with AM....either the 100mW 3 meter rule OR no ground, antenna, and power restriction at all but 250uV/M @ 30 meters which is better by quite a bit than 15.209 if I remember correctly. But there are bad agents among the good ones. You hope like the legacy's experience that you get a good one.
