What the article doesn't clarify is who is behind the rules they want, and for what reason do they want it, Fake News because of stopping the spread of it? It seems that posting links to news and other articles is what it's all about here on the Internet.

I don't think it's all that open right now when it comes to social networks and You Tube, but I guess it could get so much worse.

I liken it to the kind of control that happened in the early days of radio when Amateurs were experimenting and communicating on many wavelengths, business noticed many were listening and excited about radio, so they took the most desirable wavelengths for themselves to commercialize, and gave amateurs upper frequencies that weren't known to be useful, and disallowed amateur broadcasting of any kind.

The internet might work differently, but I still see the land grab, when something gets important and there's money to be made, let it get good and try to take it over. Add to that the fear that the net could have a bigger influence on people than politicians do, then they'd want to assimilate it, make it subject to their rules, slowly but surely.
