People afraid of anything newI see this all the time, a new product will come out and be so popular, that legislation is passed, even if it's only a fad. The thing is, drones can help and hinder all sides equally, since everyone has access to them, right? As something related, I have an old article from the 1920s where the new fad of listening to radio at night was seen as threatening to a child's school studies, and should be banned. Attachments:

That Is So On Point
The radio provides my greatest school memories, even ahead of my love for school girls, perhaps because we didn't have any school girls in the house but we had radios.
I can say that the radio was more interesting than the school work, and in it's own way provided an education all by itself that was somewhat equal to being "in the world" and learning from experience.
Ya, and music was considered the devil's trick in religious circles, but now religions own radio stations that broadcast the most crappy music ever invented called "christian rock".

That's right, radio is intimately there, right in the home, and also it was the easiest electronic media for kids to access, where parents might control the TV most of the time, a young person could have their own portable radio all to themselves. That was me, with the garage sale AM pocket radio.
Using the example of Christian Rock, and the religious catching up to technology, what if teachers in 1925 had turned it around and said, 'Hey, let's form radio stations and teach through them, because that's what kids like so much.' That could have been a whole new form of radio, the teaching station, and it would seem that the education establishment had a lot of pull, so it could have put a station in every school building at the time. It would have changed the face of radio for educators to get in there so soon.
In my area we have both Salem and K-Love battling it out for contemporary religious music dominance on AM and FM stations and their translators, and well, I guess it keeps some people happy. We also have a Catholic station chanting and moaning all day and night, it just 'drones' on..

Educational Radio Was Tried
In the U.S. the lower FM band from 88 to 91.9 MHz was originally set aside as the "educational band" and all across the nation school systems owned and operated radio stations with medium power around 25 to 50 kW. They had professional staff and broadcast programs for classrooms where teachers directed classes to listen and follow along with accompanying pamphlets and workbooks.
In the end educational radio fizzled because it wasn't really an efficient way to teach, the school teachers had better luck with direct in-class lessons.
Many of the school radio stations still exist in many cities but now they are "public radio" with NPR.
The idea of teaching people at home is better served by TV and now the internet.
The original radio networks, NBC, CBS, ABC all had cultured programming with classical concerts, lectures, well educated hosts and guests, but it turned out that the larger audience wanted stupid programs and very trivial nonsense, which we have today.
The evolution of our human species has taken a wrong turn and would be well served to re-discover how to survive in the wilderness.
