Strange how it wasn't brought into the open by previous rants about so-called "pirate" radio... it's race based.
Maybe it means that white people have nothing to worry about?
I think I'm doubting the racial premise.

He seems to be saying that if you go into a black neighborhood to "be a part 15 station" and yes lumping pirates with legal operation, then you are less likely to be shut down as the FCC will be reluctant to go there. Seems to suggest that you are able to get away with something in a black area and not in other places.
True, not true? Are all "black" areas safe havens for law breakers?

Not that I've noticed. Black people feel endangered everywhere they go because police get paid leave for shooting them.
Also, In this area, which has pronounced black sections, I have long wondered why the "Black Lives Matter" organizations have never used pirate radio to distribute their message. I suspect it's because they are honest and do not deliberately break the law.
I suspect David Honig was just short on original ideas when he wrote that useless piece.

Many urban legends proven untrue in 2018 Many folks thought that if your in a rural area you can be safe as long as you don't cause interference. Today's surge of NOUO's and NOV's prove otherwise. Next urban legend was that you could operate on 87.7-87.9 Mhz simply because the transmitters you buy at dollar stores have those frequencies available to transmit on.
Today's NOUO's listed several folks who were snagged for operating on those frequencies.
Finally a nail was pounded into the belief that you can safely operate on 1710 Khz wilth little or no harassment from commercial broadcasters or the FCC. We see this month's list of NOUO's prove that idea false once again.
Following the rules is your safest bet and the FCC knows when your trying to play games they are not stupid and in fact will hammer you harder if you try and play stupid. If you know how to build antennas, run processors, or increase your range they know your not dumb.
Carrier current is the best way for increased range Legally while keeping your signal from a large Radio market who will complain about you. Play it smart don't willfully violate the rules.
