To be fair to HB, I don't think that they have any particular bias against other countries. And it does have Canadian info published on the site.
You can be banned for a number of reasons there. Over the years, I've seen people go for:
1. Disagreeing too vehemently with Bill
2. Publishing information obtained from his site, elsewhere
3. Straying too close to the line of illegal operation (in Bill's opinion), particularly on FM
4. Participating on other Part 15 sites (which may be related to point 2).
It IS Bill DeFelice's site, he makes no bones about it and lets everyone know in advance that that is the case. If you don't mind playing by his rules, and his rules alone, then go for it.
Personally,I like true technical discussions, disagreement and debate (as opposed to pronouncements from on high), and can't stand that type of environment. I don't think I'd last very long either (voluntarily or otherwise).
