Answering the question about Commander Bunny , whether he is alive or otherwise. Otherwise is the correct answer and yes, he was a shortwave pirate and that's all i have to say about that. Reaction to image of resident hobby agent, funny, i thought he would have been shorter and more shrew like.

Barry Blue Bucket thought: "I thought he would have been shorter and more shrew like."
To which Carl hastened to say: I also thought shrew.

Richard Fry aka resident hobby agent is a highly knowledgeable and experienced station engineer who often provides technical specifications concerning the capabilities and legalities of part 15 installations, however he has a tendency to disregard real world results and relies strictly on theories and charts and does not actually ever broadcast using part 15 himself. In the past it appears he was instrumental in the elimination of numerous part 15 stations who were either knowingly or ignorantly achieving excessive range with their part 15 stations, mostly due to a once common method of extended ground leads with elevated installs. He pressed on the matter excessively in numerous broadcast related boards and openly corresponded frequently with the FCC concerning the matter until the FCC eventually took action against part 15 AM installations which they had previously not been concerned about. That is the primary reason why many part 15 operators have a problem with him.
Bill Defelice is another highly knowledgeable and experienced station engineer who besides being the founder and overseer of hobbybroadcaster.net, also heads a high school ran radio station and teaches students with hands on activities all about the radio broadcasting world. He's been a regular contributor of articles in Radio World magazine and Monitoring Times, as well as numerous other nationwide publications as well as free eBooks concerning part 15 related material for many years. A few years ago he published a controlled experiment on numerous Part15 certified and compliant transmitters on the market, and graded their performance from best to last, some have expressed their belief that the transmitter challenge was rigged to favor certain transmitters and insult others. But to this day it has never been entirely clear to me why so many part15 hobbyist have such a problem with him, but it seems to mostly be related to his strict enforcement of conforming to the rules of participation in his forums at hobbybroadcaster.net which many evidently seem to have a problem with.

The Third Part of the Question
Mr. Henry asked: "OK, so I've been on this forum for a little over a month. Trying to put some things together: Mr. Frye Mr. Defelice Resident Hobby Agent"
The first two names were fairly explained by End80 Radio.
The 3rd part of the question is a title for a fictitious character that can apply to any person on a part 15 forum who appears to be overly frequent in reminding the basics of rules we already know very well.
Which reminds me that today I need to measure my antenna to make sure it is still 3-meters in height.

Better Explanation of Resident Hobby Agent
End80 Radio responds to Carl's first description of "Resident Hobby Agent": "hmmm..."
Well sir, you make a good point. I could do better.
o.k. I think whoever coined the term "Resident Hobby Agent" was referring to the kind of poster who, by continuously and dogmatically reciting and thumping the rules, appears to pose as an actual agent of the FCC while not actually claiming to be.
I believe I made the title more colorful by suggesting that posing as an agent was a perverse way of practicing the hobby of low power radio.
Let's wee what End80 thinks about this more lavish explanation.

Well, In light of recent events, your explanation of 'resident hobby agent' as "any person on a part 15 forum who appears to be overly frequent in reminding the basics of rules we already know very well" could be a reference of me, because I had recently, as you know, had a few mild tantrums about what appeared to me an almost condoning of pirate activity within a forum specialized for part15, and my objections resulted in a deletion of my post which I considered valid and correct.... But don't get me started, I'm just going to hold my breath.
So my "hmmm.." was a wonder if you were indirectly talking about me.

I might add that with regard to Mr. Fry, he will often "troll" for bites by simply posting an answer though no question was posed. For example, on the .us site he made a post about operation on 1710. I think he is worried about my soul. Bill had the courage to run a controlled test as mentioned above. And to be honest, I thought he would tilt the test in favor of the iAM transmitter. Instead the Rangemaster won. He does have a sand spur in his shorts over Sstran. The owner would not answer his mail blizzards or supply him with a completed unit. So being the nosey guy I am I contacted Phil about this and he told me that the performance of his transmitters were well documented by owner experience. Also there were many other negative comments from Bill's site and that made him less interested in sending Bill anything. I also appears that the folks that ran the test did not understand how to tune the AMT5000 for maximum performance so it did not do well. The test was flawed in one regard as the transmitters were not modulated. Also they took field strength measurements but did not report them. Odd.

Your Candor Is Cause for Trust
End80 makes it clear: "In light of recent events, your explanation of 'resident hobby agent' as
"any person on a part 15 forum who appears to be overly frequent in reminding the basics of rules we already know very well"
could be a reference of me"
I didn't have that in mind when I wrote a description of "Resident Hobby Agent". I didn't attribute the "Agent" role to any particular person because it would be unfair to Mr. Fry or anyone else to single them out. For purposes of fairness I made the description apply to anyone who might fit the description, and there could have been any number of them over time on these or other websites.
So, when you, End80, recently showed concern over seemingly pirate-oriented posts, I figured you were talking about specific members who actually have pushed the envelope into pirate territory, and when this happens it becomes a matter for concern since these sites (part15_us and thealpb_com) exist to discuss low power operation within FCC rules.
Sometimes it is reasonable to wonder about or discuss in an academic way "what would happen if" in which we might try to gain knowledge about higher powered transmitting systems. It gets touchy and can be misconstrued.
Another area for discussion which I pursue is just criticism of the rules which is not the same as breaking the rules. It's like saying, "I don't agree with the speed limit" but I observe it.
These examinations of words, meaning, rules and communications are an important part of the ongoing conversation.

It is indeed true that Bill DeFelice is a highly knowledgeable and experienced Broadcast Engineer.
The problems I have experienced with him stem from the fact that he has biases (as we all do) and apparently can't stand to be told he's wrong, or take criticism. I have attempted to 'converse' with Bill on many Forums regarding some of the problems that Druid Hills Radio states about the AM Transmitter Challenge he conducted, as well as other issues. In every case, he has refused to engage, and hid behind the walls of his personal Forum (Hobbybroadcaster.net), as well as eventually banning read access to that Forum to my personal IP (and I'm not the only one). In one instance, at RadioDiscussions.com, he left, but several other members of his Forum (I won't name names) appeared and proceeded to do the ad hominem attack thing - the Moderator stepped in and they fled as well before being banned. It seems to me that if you're going to have opinions, and not be reticent about loosing those opinions on the rest of the world (as he is want to do), you'd better be prepared to defend them if you want people to respect and believe you.
I actually have a great deal more respect for Richard Fry (as one instance of this so-called Hobby Agent that is being talked about). He, at least, is not reticent about defending his assertions. He tends to go overboard at times, carrying things too far and for too long, but he also doesn't run away. However, as End80 states, his motives have to be questioned, as he has admitted that he doesn't do Part 15 Broadcasting.
I guess you just have to choose your poison.
