Likely the transmitter was okay, since the seller stated it was new. The transmitter's accessories were missing though, antenna and stainless nuts to hold it on, cable, the audio and power coupler box and AC/DC adapter.
Good for a tinkerer or someone who had all of the accessories but their transmitter broke.
Added for WMRK, there's a line driver circuit in the coupler box that uses an LM386 audio chip to drive the balanced audio line to the transmitter, that's what I recall from looking mine over. I also thought there was an audio compressor built into that coupler box, which is the part that stays inside of your house, while the cable runs to the transmitter outdoors. The compression ratio can be changed in the box with jumpers, 2:1, 4:1 and more.
Also there are two models I've seen, and the one in the auction is an older model.

Without the studio module it is DOA unless you can rig one uo.
